Neighborhood Stabilization Project
he HUD Housing and Economic Recovery Act of 2008 (HERA) approved July 30, 2008 appropriates $3.92 billion for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties and the State of Connecticut under HERA was allocated approximately $25 million to distribute to the areas of greatest need. On December 1, 2008, the State of Connecticut, Department of Economic and Community Development submitted its 2008 Action Plan Substantial Amendment Neighborhood Stabilization Program to U.S. Department of Housing and Urban Development for approval. The Substantial Amendment allocates approximately $3.2 million to the City of New Haven.
